found for the defendant, or the plaintiff be non-suited or discon-
tinue, the defendant shall recover treble costs; and if the plain-
tiff shall be unable to pay them, they shall be paid by the
attorney who brought or prosecuted the suit, unless the plaintiff
shall give security for them, to be approved by the court.

1867, ch. 362.

27. If any person, without the consent in writing of the
trustees or overseer of the almshouse, shall sell, give, dispose of
or barter, any spirituous or fermented liquors to any pauper con-
nected with or living at said almshouse, he shall, on conviction
before any justice of the peace of said county be fined not less
than five dollars nor more than twenty-five dollars for each
offence, in the discretion of the justice, for the use of the
almshouse.

1876, ch. 207.

28. The boundaries of the city of Annapolis shall be as fol--
lows: Beginning at the water's edge at Windmill Point; thence
by a straight line to Sycamore Point; and thence again by a.
straight line from Sycamore Point to the wharf at Fort Madison;
and thence by a line drawn from the wharf at Fort Madison to
the south wall of the Naval Academy, at the eastern terminus of
Hanover street, and following the present enclosures of the Naval
Academy to the Severn river, at the northeastern terminus of
Tabernacle street; thence along the south shore of said river and
College creek to the head of said creek; thence by a straight line
from the head of said creek to the head of Acton's cove or Spa,
creek; and thence following the northeast side of said creek to
the place of beginning. The said city shall be divided into three
wards by the corporation of said city; and the citizens of Annap-
olis qualified to vote for members of the general assembly of
Maryland shall elect by ballot on the second Monday of July in
every alternate year, accounting from the year eighteen hundred
and seventy-seven, a mayor and counsellor; and the voters in each
ward shall at the same time elect by ballot two residents thereof
as aldermen, who shall constitute the corporation of said city,
under the name and style of the mayor, counsellor and aldermen
of the city of Annapolis.
