70. If the rate of rent or annual value of said house or place

does not exceed one hundred dollars the clerk, before granting said
license, shall receive therefor the sum of twenty-five dollars.

71. If such rate of rent or annual value shall exceed one hundred

dollars, and shall not exceed two hundred dollars, the clerk shall,
before granting such license, receive therefor the sum of forty
dollars.
