1870, ch. 272.

13. The said committee shall establish such rules and regula-
tions relative to the State library as to them may seem proper,
and may alter and amend the same from time to time; provided,
such rules and regulations be not inconsistent with law. And
in the event of a vacancy occurring in said committee by resig-
nation or otherwise, the same shall be immediately notified by
the remaining members to the court of appeals of Maryland,
who are hereby authorized and required to fill said vacancy forth-
with.
