Registration of Voters.

1. At each regular session of the general assembly, the gov-
ernor shall nominate, and by and with the advice and consent of
the senate, appoint one capable person in each election district of
every county in this State, who shall be a voter and resident of
the district for which he shall be appointed, to be an officer of
registration for the said election district; and whenever a new
election district shall be created, the governor shall appoint, by
and with the advice and consent of the senate, a capable person,
who shall be a voter and resident in such new district, to be an
officer of registration in such district; and it shall be the duty of
the said officer of registration for the new district, together with
the officer or officers of registration of the district or districts out
of which the said new district may be formed, to cause the
voters living in such new district, and already registered therein,
to be transferred from the books of the old district or districts to
a new registration book to be provided for said new district; and
the voters so transferred shall be stricken from the old books and
noted as transferred to said new district.

2. It shall be the duty of the board of supervisors of elections
in the city of Baltimore, not later than the fifteenth day of April
in each year, to appoint three officers of registration for each of
the precincts of the several wards in the city of Baltimore, two
of whom shall always be selected from the two leading political
parties of this State, one from each of said parties, and all of
whom shall be legal voters residing in the precinct for which
they are appointed, and shall be men of approved integrity and
capacity, and none of whom shall hold office or employment under
the government of the United States, or of the State of Mary-
