said directors, in the name of the State, for the use of the said
penitentiary, before any justice of the peace or court having
jurisdiction, as debts are collected.

403. No person having any official connection with the said
institution shall be directly or indirectly concerned or interested
in any contract, purchase or sale of anything, for, by or on
account of the said prison, nor shall he sell to or purchase
from the said prison, or its authorities, any article whatever; and
any person so offending shall be immediately dismissed from his
employment, and on conviction, be subject to a fine of five hun-
dred dollars, to be recovered as other fines are; and the said
directors and other officers are hereby required to make report to
the board of directors, of all such offences coming to their knowl-
edge, and a failure or neglect shall be considered as a breach of
duty, and punishable under the preceding section; but the direc-
tors may authorize the payment, in whole or in part, of the
salaries and dues of the several officers and others officially con-
nected with the institution, in the goods, work or manufactures
of the penitentiary.

404. The directors shall have the control and management of
the financial affairs of the institution, and no bill against the
same shall be paid until it has been certified by the president of
the board or by the monthly committee; nor shall any promis-
sory note of the institution be issued unless the same shall have
been so directed by the board at a stated or special meeting
thereof. They shall direct the making of all repairs and im-
provements on the buildings and on the premises. They shall
make, or direct to be made, purchases of all materials and sup-
plies, including fuel, food, clothing, hospital stores, bedding,
furniture, and all other articles necessary for the use of the insti-
tution; provided, that no contract for fuel or such supplies as
may be necessary or expedient to enter into a yearly contract for
shall be made by them, unless they shall have first given one
week's public notice in two or more of the daily papers of Balti-
more city, inviting proposals and setting forth the quantity and
