560 CRIMES AND PUNISHMENTS. [ART. 27,

four years from the first day of May, 1884, and three persons
similarly appointed, who shall serve as members of said board,
without compensation, for the term of six years from the first
day of May, 1886; and the same board shall be a body corporate
under the title of the board of managers of the Maryland house
of correction, and have powers to make such by-laws, rules and
regulations not inconsistent with law as they may deem necessary
and proper for the public welfare and the best interest of the in-
stitution and its inmates; and shall also have power to appoint
the necessary officers and agents and fix their compensation, who
shall be removable at their pleasure, and shall make an annual
report on the first Monday in January in each and every year, of
their proceedings, to the governor of the State, who shall submit
the same with such recommendations as he may deem proper, to
the general assembly at its session thereafter.

307. Upon the expiration of each of the terms of office of the
board of managers hereinbefore provided for, the governor shall
appoint three persons, residents of this State, for the term of six
years, from the first of May next ensuing their appointment, and
until their successors are qualified; and shall appoint, from time
to time, during the continuance of said institution, as said terms
expire, three persons, residents as aforesaid, for the full term of
six years, so that the board of managers shall be divided into three
classes, one-third of whom shall go out of office at the end of two
years; and shall also have power, in the case of any vacancy
occurring in any of said classes from death, resignation or removal
from the State, to appoint a person or persons to fill such vacancy
or vacancies for the balance of the term of said class; provided,
that all persons who shall be appointed members of said board,
shall serve without compensation.

308. A special tax of three-fourths of one cent is hereby laid
on each and every hundred dollars of the taxable property of this
State, to meet the interest and to create a sinking fund for the re-
demption of the bonds or certificates of debt issued under the act
of 1874, chapter 233; and the said tax shall be annually levied,
