said contract, and his action in regard thereto, including a report
of all bids received by him from all parties whomsoever; the
money so to be paid under said contract shall be due and payable
as follows: One-third at the end of sixty days from the com-
mencement of said session; one-third at the end thereof, and the
balance so soon thereafter as the said contractor hath fully and.
entirely completed the said contract; and the comptroller is hereby

directed to draw his warrants upon the treasurer for such pay-
ments at such times, but no such warrants shall be drawn unless
at the times thereof the said clerk shall have certified in writing
to said comptroller, that up to the time of granting the said cer-
tificates the said printing has been done and contract performed
as called for by it up to said time.

5. The governor's message, the report of the comptroller of the
treasury, the State treasurer's report, the report of the adjutant
general, the State school report, the report of the insurance com-
missioner, the report of the State board of health, and the report
of the State fish commissioner, shall be printed on good white
paper, twenty-four by thirty-eight inches, fifty pounds to the
ream; the size of the pages to be regular octavo, and the type
used shall be long primer for the body of all the various reports,
and brevier for the tabular statements.

eral assembly during its session, shall be delivered to the presiding
officers of both houses, and the residue shall be delivered to the
State librarian, to be by him distributed as provided by law.
