or proceedings authorized by this article, or by any other article 01
part of an article of this code, to be taken by or against the cor-
porations herein referred to, so far as the same may be applicable
to the several corporations heretofore formed as aforesaid,

181. Any municipal corporation in this State, against which
there is a judgment in any court of law in this State, shall have
power to levy a sum of money upon the assessable property of such
municipality sufficient to pay such judgments.

2. Any number of persons as aforesaid, associating to form a
company for the purpose of constructing or operating a railroad,
shall under their hands and seals make a certificate which shall
specify as follows: first, the name assumed by such company and
by which it shall be known, second, the names of the places of the
termini of said road, and the county or counties, city or cities
through which such road shall pass, third, the amount of capital
