MILITARY. [ART. 63.

annually make a return, in triplicate, of all the militia
of this state, on or before the first day of January —
one copy to be delivered to the commander-in-chief —
one copy to be transmitted to the adjutant general of
the United States army, and one copy to be filed in
his own office. He shall receive and file all returns
made to him according to law, and annually make a
detailed report thereof to the commander-in-chief, and
he, shall also perform such other duties as may prop-
erly belong to his office, or which may be prescribed
by the commander-in-chief, and he shall keep his office
and discharge .the duties thereof at Annapolis.

Duties of offi-
cers of general
staff.

8. The other officers of the general staff of the
militia shall, when directed by the commander-in-
chief, and under rules and regulations that may be
prescribed by him, perform the duties that properly
belong to their several offices, or such other duties
as may be assigned to them by the commander-in-
chief, but they shall receive no compensation there-
for, except when on actual service, by command of
the commander-in-chief, and mustered in with the
troops.

Election of
officers.

9. All field officers of regiments and battalions shall
be elected by the ballots of the commissioned officers
of the companies composing said regiments or bat-
talions ; all generals of brigades or divisions shall be
elected by the ballots of the commanding officers of
the regiments and battalions comprising said brigades
or divisions ; company officers shall be elected by the
ballots of the members of their respective companies ;

provided, that at such elections a majority of the bal-
lots of the qualified voters shall be requisite to an
