for the space of six months next preceding the first

all meetings of said board of commissioners, to pre-
serve order and give directions to the clerk and bailiff,
by the directions of the commissions or a majority of
them, and superintend such improvements of the town
as may be ordered by the commissioners; and in ab-
sence of the president, the commissioners may appoint
some member of the board to fill the chair temporarily
and perform all other duties deemed necessary to carry
into effect the provisions of this act.
