widened, straightened or closed up; to provide for the
collection of the amounts adjudged to be paid by the
owners or possessors, who may be benefitted by. the
opening, widening, extension, straightening or closing
up, in whole or in part, of any street, lane or alley in
said city; and to enact and pass all ordinances from
time to time, which shall be deemed necessary and
proper, to exercise the powers and effect the objects
above specified.

Public notice of
proceedings.

165. Before the mayor, aldermen and common coun-
cil of Frederick shall pass any ordinance under the
preceding section, notice shall be given of any appli-
cation for the passage of such ordinance once a week
for four successive weeks, in one of the newspapers
published in said city; and before any commissioners
appointed by any ordinance of said corporation under
this and the preceding section, shall proceed to the
performance of their duty, they shall give notice in
at least one of the newspapers published in said city
of the object of the ordinance under which they pro-
pose to act, at least two weeks before the time of their
first meeting to execute the same.

Revising, &c,
assessments.
|
167. The mayor, aldermen and common council of
Frederick, shall have power, ' at such time or times as
they may think proper, to appoint commissioners or
assessors to revise, amend, correct, alter and change the
assessment of the property of the citizens of said muni-
cipal corporations, and to add to or reduce the valua-
tion of the property, real or personal, of said citizens,
or any portion thereof, thereupon the taxes hereinbe-
fore authorized, shall be levied on such new, revised
or changed valuation. And it is further provided, that

a right of appeal from the assessment made as aforesaid
by the said commissioners or assessors, shall be had to
the mayor, the president of the board of aldermen and
the president of the board of common council, or either
two of them, whose duty it shall be, under such terms
as may be prescribed by the corporate authorities afore-
said, to examine into the merits or demerits of such
appeal, and whose decision in the premises shall be
