powers as, in the judgment of the said mayor and city
council of Baltimore, shall be necessary to be done and
exercised for the accomplishment of any plan or plans
for the improvement of Jones' Falls, which have been
or may be adopted by the said mayor and city council
of Baltimore.

969. The mayor and city council of Baltimore shall
have the power at any time to acquire all property of
every kind and description which it may be necessary
or advisable, in the judgment of the said mayor and
city council of Baltimore, to acquire for the accom-
plishment of the purposes mentioned in the first sec-
tion of this act, and shall moreover have full power to
provide for the ascertainment of the value of all prop-
erty and rights of property, which it is thus authorized
to acquire; and also to ascertain whether any and what

amount, in value, of damages will be caused by the
construction of the aforesaid works of improvement in
connection with Jones' Falls, or any of them, to the
owner or possessor of any property, or rights of prop-
erty, within the said city, for which said owner or pos-
sessor ought to be compensated; and also to ascertain
what amount of benefits will be caused by the construc-
tion of the aforesaid works of improvement, or any of
them, to the owner or possessor of any property or
rights of property within the said city, for which such
owner or possessor ought to pay a compensation; and

to provide for assessing and levying either generally
on the whole assessable property of said city, or spe-
cially on the property of persons benefitted, the whole
or any part of the amount of damages and expenses
which shall be ascertained, will be incurred in con-
structing such works in connection with the improve-
ment of Jones' Falls as the said mayor and city council
of Baltimore have determined or shall determine to
make; to provide for granting appeals to the Balti-
more city court from the decisions of any commission-
ers or other persons, appointed in virtue of any ordi-
nance, to ascertain the value of the property which the
city may wish to acquire for the purposes aforesaid, or
