at any time thereafter be received from the said mayor
and city council by the said owner.

959. The said park commissioners are authorized to
enlarge the streets and avenues around and leading to
said parks, and in the event of failing to agree with the
owner of any property required for that purpose, or of
any interest therein for the purchase thereof, or if the
owner be a feme covert, under age, non compos mentis,
or be residing out of the county at the time, or in the
case of Patterson park, out of Baltimore city, the said
commissioners are authorized to condemn the same in
the manner specified in the foregoing section, the oath
to each juror being that he will justly and impartially
value the damages which the owner will sustain by the
enlarging of the particular street or avenue, as the case

959 to read as above, with the exception of the words "or in the case of Patterson
park, out of Baltimore city. "

DRUGGISTS AND APOTHECARIES.

1870, o. 104 entitled an act to prevent incompetent persons from conducting the busi-
ness of druggist or apothecary in the city of Baltimore, recites that many unskilled
and unqualified persons are engaged in vending, mixing and compounding drugs,
medicines and chemicals, to the great danger of the health and lives of the peo-
ple of Baltimore, and that it is expedient that legislation shall be had to remedy
said evil, and, therefore, enacts the following:

960. Hereafter no person or persons shall conduct
or open any retail drug and chemical store, as the pro-
prietor or principal, or engage in the business of dis-
pensing medicines, compounding physicians' prescrip-
tions, or vending at retail any drugs, chemicals, and
other medicines, without having first obtained a certifi-
cate of his or their qualification and competency for
such purpose from the commissioners to be appointed
under the provisions of this act.

961. The Maryland college of pharmacy shall nomi-
nate bi-annually of the most skilled and competent
pharmaceutists of Baltimore, ten persons, out of whom
the governor shall appoint three commissioners, whose
