said purposes, and all expenses incident thereto, the
said mayor and city council of Baltimore shall have
authority in the name of the city, to issue certificates
of debt, to be denominated on the face, "Baltimore
Water Stock, " to an amount not exceeding five mil-
lions dollars, bearing interest not exceeding six per
cent, per annum, and to provide by ordinance for the
redemption of the same at a certain time, and under
such provisions as the mayor and city council may
deem expedient and proper; the said mayor and city

council are authorized and empowered to assess rates
for the supply and use of water at any point in Bal-
timore city and county, and the mayor and city coun-
cil are authorized to enforce payment for the use of
water and other expenses incurred in the introduction
of water from the water mains, according to the rates
established by the said mayor and city council, said
payments to be enforced by the same process that city
or state taxes are collected, or they may be collected
by process before a justice of the peace, or in any of
the courts of the city of Baltimore having jurisdiction
in such cases, and the said mayor and city council are

tion of their water works in the city and county of

terference with or injury to the works or their appen-
