to the county commissioners within twenty days after
assessing the same, to be ratified and confirmed by said
commissioners within twenty days after the filing of
said report, unless there be objections filed to the satis-
faction thereof, and the damages so apportioned among
the owners aforesaid, together with all costs attending
the opening and laying off of the same shall be a lien
on the property of the said owner or owners, and to be
collected by said street commissioners in the same man-
ner, and with the same right and authority that the
taxes in Baltimore county are now collected, with such
commissions as are now allowed by law in Baltimore

and that they will receive proposals and make contracts

stones of said street, avenue or alley, and the said street
commissioners are ordered and directed, immediately
after giving out the contracts for paving or other work
to be done upon such street, avenue or alley, they shall
