tory proof that the sum of thirty thousand dollars, ($30,000) has been collected by
said managers from private subscription.

20. That it shall be the duty of the justice of the peace when committing a vag-
rant or incorrigible or vicious minor under this Article, in addition to the commit-
ment to annex the names and residences of the different witnesses examined before
him, and the substance of the testimony given by them respectively, on which the
adjudication was founded, and the same duty shall be performed by the clerk of
any court, the judge whereof shall make such commitment.

21. That whenever any colored minor under the age of sixteen years, shall be
convicted of any felony in any court of this state, the judge of said court, in his dis-
cretion, and with reference to the character of the house of reformation and instruc-
tion as a place of sojourn, and not of punishment, may order said minors so con-
victed to be removed to and confined in the said house of reformation and instruc-
tion ; provided, that in all cases no transfer of any such minor from the counties
shall be made until due notice has been given to the superintendent of said house
of reformation and instruction, and an answer received from him, that there is room
in the house of reformation and instruction for the reception of such delinquent.

Approved and in force April 4, 1870.

Section 2 of the Act of 187O, c. 391 adds the following section to the Act of 1866,
c. 156, entitled an Act to establish the Maryland industrial school for girls

SEC. 10. The directors of said institution shall have all the powers and fulfil all
the duties heretofore had and fulfilled by the directors of the house of refuge as to
female juvenile delinquents.
