1868, c. 354 repeals and re-enacts section 28 of this article so as to read as follows:

1868, c. 354.

SEC. 38. All white male citizens of said village,
above twenty-one years of age, who shall have resided
in said village four months, and twelve months in this
state, next preceding the election, shall on the first
Monday in June annually, at the town hall in said
village, elect five persons, who shall have resided in
said village twelve months next preceding the election,
Commissioners of Bladensburg, who shall have full

power and authority to levy and collect taxes in said
village, not exceeding in any one year fifteen cents on
the hundred dollars, on the assessable property of said
village for the purpose of improving the streets and
public property of said village; the amount so to be
raised shall be expended under the direct supervision
of the said commissioners, and for the purpose of
making such levy, they shall once in two years, or
oftener if they think proper, appoint an assessor, who
shall, under oath, value, appraise and assess the pro-

ers of property assessed within said village shall con-
