shall be paid for their services by said commissioners,
out of the taxes levied as aforesaid.

58. Any person may appeal from the assessment of
the assessors to the said commissioners, who may make
such deductions therefrom as they may deem just, and
they may add thereto the value of any property which
may have been omitted in the assessment, and all build-
ings and improvements, and all property created or
acquired since said assessment, and make transfers of
such property as has changed owners since said assess-
ment.

59. The commissioners may, from time to time,
under such conditions as they may by their ordinances
direct, appoint such officers as they may deem neces-
sary to carry into effect their ordinances, among whom
shall be a town bailiff, who shall ex-officio be collector
of the town tax, and shall, within said town, have all
the authority of a constable.

Town officers.

60. The said bailiff shall give bond, to be approved
by the county commissioners as other constables, for
the faithful performance of his duty as constable, and
also bond to the commissioners of the said town, for
the faithful performance of his duty as town bailiff, and
as collector of the town tax, and the faithful perform-
ance of such duties as shall be imposed on him by the
ordinances of said commissioners; and if said bailiff
shall wilfully fail to discharge any duty of his office,
he may be fined, at the discretion of the commissioners,
not exceeding ten dollars for any one offence.

61. The said bailiff may enforce the payment of
town taxes, in the same manner and with the like
effect as collectors of state and county taxes, may
enforce the payment of state and county taxes. '

Town taxes

62. The commissioners shall have power to make
and keep in repair all requisite drains and sewers, and
to make regulations for keeping them open, and if any
person or persons shall wilfully stop or obstruct the
passage of water through any such drains or sewers,
he or they shall be subject to a fine of ten dollars and
the costs of putting such drains or sewers in order.
