1868, c. 407 entitled an act to add a new article to the Code of Public General Laws
to be entitled Public Education, providing a general system of free public schools
for the state of Maryland, and to repeal all laws inconsistent therewith, enacts the
following and repeals all the sections of the several articles of the Code of Public
General and Local Laws relating to schools, inconsistent with the provisions of
this act, and all acts of assembly passed since the adoption of said volumes of the
Code, relating to schools, inconsistent with the provisions of this act, and provides
that there shall be throughout the state of Maryland a general system of free public
schools, according to the provisions of this act. It further provides that this act
shall be added to the Code of Public General Laws under the title, Public Educa-
tion, and repeals all existing laws inconsistent herewith [Sup. 191: ]
