Mayor to report
annually to cor-
poration.

26. He shall see that the ordinances are duly and
faithfully executed, and shall report annually to the
corporation during the first five days of their session,
the general state of the city, with an accurate account
of the money received and expended.

Appointment
of police.
|
27. The mayor and city council,, shall by ordi-
nance appoint the local constable of the second elec-
tion district of Howard county, and the first election
district of Baltimore county, as the police of said
city, and that they shall have the further power to
appoint such other independent police as they shall
deem proper, not exceeding three, and all the said
policemen so appointed shall have all the powers of
constables within the limits of said corporation, and
shall be compensated for their services as the mayor
and city council may determine by ordinance.

Swine.

28. The mayor and common council may pass all
ordinances necessary to regulate or prevent swine
going at large, to tax, regulate, restrain, or prevent

the same in default of payment of such tax.

Fines and pen-
alties.
|
29. They may pass all ordinances necessary for
the good government and police of the city, and
enforce the observance of such ordinances by fines
and penalties not exceeding twenty dollars.

Tie vote in
council.
|
30. In case of a tie vote in the common council
upon any question whatever, the mayor shall have
the right to vote, and shall decide the question in
dispute.

Justices to
issue process
for fines, &c.
|
31. Any justice of the peace resident within the
corporate limits of said city, upon complaint made
before him of the violation of any ordinance of said
corporation, shall issue process in the name of the
mayor and common council, to recover the fine or
penalty imposed for the violation of such ordinances,
against the party so offending, and may hear and
determine the matter as in any case arising under
the laws of the state, and shall receive the same fees
therefor.
