elect by joint ballot commissioners to succeed those
whose term of service shall expire, such election to
be had at the regular session of the general assem-
bly, immediately preceding such expiration, and
neither of said commissioners shall be elegible to
an elective or appointed office during the term for

which he has been elected, except under the militia
laws of the state, and for any official misconduct on
the part of said commissioners, the general assembly
if in session, shall have power of removal, and during
the recess of the same the governor shall remove any
of said commissioners on conviction for any felony
before any court of law, and shall appoint a succes-
sor or successors to such delinquent or delinquents,
commissioner or commissioners so removed, to serve
until the next meeting of the general assembly.

808. The board of police commissioners immedi-
ately after organizing as aforesaid shall select some
suitable person to act as clerk to the board, whose

duty it shall be to keep minutes of the proceedings
of the board, take charge, by direction of the board,
of all property seized or found by the police or de-
tectives and to perform all clerical and property
duties required of him by the said board ; said

Bond.

clerk shall enter into bond to the state of Mary-
land in the same manner as hereinbefore prescribed
for the commissioners in the sum of five thousand
dollars conditioned for the faithful discharge of his
duty as clerk and the safe keeping of all property
placed in his hands as aforesaid, and shall receive a

salary of fifteen hundred dollars per annum, payable
quarterly, and be subject to removal at the pleasure
of the board.

809. The duties of the board of police commis-
sioners hereby created shall be as follows : they shall
at all times of the day and night within the boun-
daries of the city of Baltimore, as well on the water
as on the land, preserve the public peace, prevent
crime and arrest offenders, protect the rights of per-
