United States, or brought in to be weighed for de-
livery to the said government under any then sub-
sisting contract, shall always be entitled to be
weighed in preference and priority to all other
stock belonging to private parties, or which are
presented to be weighed for delivery under private
contract.

469. Whenever, in his judgment, it may be neces-
sary for the public accommodation to employ any
clerk or assistant weighmaster, in addition to the
clerk and assistant weighmaster, whom he is now
authorized to appoint, he may, with the approbation
of the comptroller, appoint an additional clerk or
additional weighmaster, or both, permanently or
temporarily, whose compensation shall be fixed by
