400 CITY or BALTIMORE. [ART. 4.

session of the general assembly, in the year eighteen
hundred and sixty-seven, in relation thereto, and no
election to be held in the city of Baltimore, whether
federal, state or municipal shall be valid unless held
under and in conformity with the provisions of this
article in relation to elections, as amended as afore-
said, and under and subject to the provisions of the
article establishing a permanent police in the city of
Baltimore, and defining and enforcing its powers and
duties, and under and subject to the control and
command as to all police purposes of said board of
police; and that no judge of any court in this state
shall have or exercise the power of preventing or
delaying the qualification of any mayor or members
of the city council, or the exercise and performance
of their official duties by injunction, recognizance or
any other preceding.

273. The president of the board of trade of the
city of Baltimore, and the president of the corn and
flour exchange of the city of Baltimore, for the time
being, together with one other person, to be from
time to time delegated, therefore, by a majority of
the presidents of the several marine insurance com-
panies, incorporated by or under the laws of the state
of Maryland, and having their offices in the city of
Baltimore, are hereby created and constituted a board
of commissioners to be styled "the harbor and river
relief board of Baltimore."

Duty of board.

274. It shall be the duty of the said board, and
they are hereby authorized and directed, as soon as
may be, after the passage of this act, to contract for
and cause to be constructed in the city of Baltimore,
on the most advantageous terms according to their
judgment, a first class steam vessel of such model
