151. The commissioners of public schools shall
appoint twelve discreet and well qualified men, who
shall constitute four boards of examiners; three of
whom shall be located in or near the town of Cumber-
land, and shall constitute one board of examiners, and

shall hold their meeting in said town : three of whom
shall be located in or near the town of Westernport,
and shall constitute a board of examiners, and shall
hold their meetings in said town; three of whom
shall be located in or near the town of Oakland, and
shall constitute a board of examiners, and shall hold
their meetings in said town; three of whom shall be
located in or near the town of Grantsville, and shall
constitute a board of examiners, and shall hold their
meetings in said town ; whose duty it shall be to
examine all persons offering themselves as teachers,
and if they shall be found qualified to teach the
usual branches of a common English education, em-
bracing, at least, orthography, reading, writing, arith-
metic and English grammar and geography, and to
possess a good moral character, said board of exam-
iners shall give a certificate to that effect, free of all
charges, and no person shall be employed without
such certificate; and the said examiners shall meet
at least four times in a year, at periods to be desig-
nated by said board of commissioners, for the exam-
ination of candidates for teachers; no certificate to
be given for more than one year, and the above
boards of examiners shall serve without compensa-
tion.
