ART. — .] REGISTRATION.

the judge of the circuit court for the county in which
he resides or applies for registration, or to the judge
of the court of common pleas or judge of the circuit
court of Baltimore city in case the party resides or
applies for registration in the city of Baltimore, and

said judge shall forthwith hear and determine said
appeal, and in case he shall determine that the party
so appealing is entitled to be registered or restored
to the list as a qualified voter, he shall so certify to
the officer of registration from whose decision the
appeal was taken, and the said officer shall there-
upon register the said party as a qualified voter.

CITIZENSHIP.

1867, c. 17 enacts the following:

31. Two-thirds of all the members elected to each
house concurring, all persons otherwise entitled to
vote, and hold office who may be deprived of those
privileges by reason of any of the provisions of the
fourth section of the first article of the constitution
of this state are hereby restored to their full rights
of citizenship, and each and all of them shall be
entitled to be registered as qualified voters, and to
vote in the same manner as if the said fourth section
of the first article of the constitution had not been
adopted, upon taking and subscribing before any
justice of the peace or other officer authorized to
administer an oath, or before the proper officer or
officers of registration, the following oath or affir-
mation :

and allegiance to the United States, and support the
constitution and laws thereof as the supreme law of

demean myself as a loyal citizen of the United States,
