istered in the district or precinct to which he has

lists of voters, only in the manner herein prescribed,
or in .the manner allowed in relation to the records
of his office, and in his presence or in the presence
of his deputy, and if any clerk shall violate any of
the provisions of this act, or make any alteration
in said books or lists, or suffer the same to be done
by others, except as hereinbefore provided for, or
shall neglect or refuse to perform any of the duties
imposed on him by any of the sections of this act,
he shall be deemed guilty of a misdemeanor, and on
conviction thereof forfeit and pay a fine of not less

who is disqualified as above stated to be entered on
the list or register of qualified, or shall exclude
therefrom or refuse to register any person as a

forfeit and pay a fine of not less than five hundred
