3d. The board of school commissioners shall pub-
lish annually, in one of the papers of the county, or
otherwise, a statement of the moneys received and
expended, setting forth all the financial operations
of each district, and if there be no newspapers within
the limits of the county, then they shall publish the
same in such other form as may be ordered, and
forward a copy to the office of the state superinten-
dent.

34. For the purpose of providing schools in suffi-
cient number and convenient of access, the several
counties shall be divided as hereinbefore provided.

35. The resident voters of each district shall assem-
ble at the school house on the first Monday in May
in each year, at four o'clock in the afternoon, to
discuss questions relating to the condition of the
school house, its site and furniture, and to take
such action as may tend to the improvement of
education, and make the school, as good as in the
exercise of a sound discretion, they may deem ex-
pedient. The meeting shall be organized by the
