for safe keeping and investment, all money and other
personal property so received. The treasurer shall,
on the warrant of the comptroller, pay from time to
time the income of such investments, to the school
authorities of the city, county or district for whose
benefit the bequest or donation was made.

7. The incidental expenses of the board and the
expenses of the members thereof, incurred in the
discharge of their official duties, shall be paid by the
treasurer upon warrant of the comptroller and cer-
tificate of the governor, but shall not exceed the sum
of five hundred dollars per annum.

act when necessary as clerk of the board.

STATE SUPERINTENDENT OP PUBLIC INSTRUCTION.—HIS POWERS
AND DUTIES.

9. The office of the state superintendent of public
instruction shall be located in the city of Baltimore,
and he is hereby authorized to appoint a secretary
at an annual salary of twelve hundred dollars, pay-
able quarterly by the treasurer on the warrant of the
comptroller and the certificate of the superintendent.

10. The state superintendent shall have the super-
vision of all the public schools in the state. He shall
visit each county annually, for the purpose of con-
ference with the school commissioners, inspecting
the schools, holding teachers institutes, awakening
an interest in the cause of education, and diffusing
by public addresses such information as will tend to
improvement in the government and the instruction
of schools.

11. He shall from time to time address circular
letters to commissioners and teachers, giving advice
as to the best manner of conducting schools, con-
structing school houses, furnishing the same, and on
all other topics which impart aid and encouragement
to universal education.
