60 PLEADINGS, PRACTICE AND PROCESS. [ART. 75.

26. All money arising from the proceeds of the issue of
licenses or from fines, penalties or forfeitures, imposed under
this article, shall, by the Comptroller, be placed to the credit of
the "Oyster Fund; " and the Comptroller is hereby required in
his annual report hereafter, to state particularly the receipts and
expenditures on account of said fund, and its conclusion at the
time of making said report.

27. The provisions of this bill shall not apply to any person
or persons who buy the oysters from any party or parties
authorized and licensed to catch oysters with tongs or rakes, in
any of the waters of this State.

ARTICLE LXXV.

Pleadings, Practice and Process.

REMOVAL OF CAUSES.

Chapter 187 repeals Sections 71, 72, 73, 74, 75, 76, 77, 78, and enacts the following in
lieu thereof. (I. Supplement, 62; II. Supplement, 53: )

SEC. 1. In all suits or actions at law issued from the Orphans'
Courts, or other courts sitting in equity, and in all presentments
or indictments now pending, or which may be pending at the
time of the passage of this act, or which may be hereafter insti-
tuted in any of the courts of this State, except the Court of
Appeals, having jurisdiction thereof, the judge or judges thereof
upon suggestion in writing, if made by the State's Attorney or
the prosecutor for the State, or upon suggestion in writing,
supported by affidavit made by any of the parties thereto, or
whenever any party to such cause or the counsel of any
party shall, by other proper evidence make it satisfactorily
appear to the court, that such party cannot have a fair and
impartial trial in the court in which such suit or action, issue,
or petition, presentment, or indictment is pending, shall order
and direct the record of proceeding in such suit or action,
