11. The county commissioners or Mayor and City Council of
Baltimore, at the time of appointing said judge or judges of
election, shall designate some judge of election in said county or
the city of Baltimore, to whom such returns shall be made, and
whose name and address shall accompany the poll books, com-
mission, and other matters required to be furnished to said
judges.
12. The ballots, after having been counted by the judge acting
at the head quarters of the regiment or company, shall by him
be carefully enclosed in an envelope and with the list of voters
or poll books, and the proper certificates annexed, and forward
the same at the expense of the county or city, as the case may
be, by mail, to the address of the judge designated by the
county commissioners or Mayor and City Council of Baltimore,
and shall, by the next mail, forward a duplicate certificate of
the number of votes cast, the number cast for each candidate
and the office for which cast, to the clerk of the Circuit Court of
the particular county, or the clerk of the Superior Court of
Baltimore city.
13. It shall be the duty of the return judges of the several
counties, as soon as they shall be notified of the reception of
these returns, and within ten days after such general election
was held, to assemble, as now required by law, to count the
votes of said counties or the city of Baltimore respectively, and
then and there to complete all things connected with said election
as now required by law.
