be less than four nor more than sixteen, and that lands as
well as money may be considered as payment of any part
of the capital stock of said company, and the presence in
person or by proxy of the majority in interest of the stock-
holders shall be necessary to form a quorum for business at any
meeting of stockholders; and provided also, that the principal
office of any company, or corporation, formed under and by
virtue of the provisions of this act, shall be located within the
limits of this State, and all meetings of the directors and stock-
holders of such corporation shall be held within the limits of
this State.

ARTICLE XXVIII.
County Commissioners.
Chapter 85 amends section 1, as follows:
SEC. 1. The County Commissioners of each county in this
State are declared to be a corporation, and shall have power to
appoint judges of elections, road supervisors, collectors of taxes,
trustees of the poor, a clerk to their board, and all other officers,
agents and servants required for county purposes, not otherwise
provided for by law or by the Constitution, and they -shall have
charge of and control over the property owned by the county,
and over county roads and bridges; they shall also have power
to locate, alter or change the places of holding elections in the
different election districts or townships of their respective
counties.
