remove any agent appointed under the provisions of this act,
and fill the vacancy thus occasioned. The sum of ten thousand
dollars is hereby appropriated to defray the expenses arising
under this act, and the Governor is hereby authorized to ex-
pend the whole or any part thereof in any manner which in his
judgment may be best calculated to promote the object herein
contemplated; provided, however, that the amount of such ex-
penditures, shall not exceed the sum of five thousand dollars in
any one year. The Governor shall pay such agent or agents,
his, her, or their travelling expenses, and such compensation as
in his judgment may be reasonable and just. It shall be the
duty of said agent or agents to report to the Governor at least
once in every three months the condition of Maryland troops in
the service of the United States, and their wants, and to make
such recommendations as to them may seem proper. The said
agent or agents shall, prior to or at the next meeting of the Gene-
ral Assembly make a full and complete report to the Governor,
of all their proceedings under this act, embracing a financial
statement and exhibit of all moneys received and disbursed by
them, which report shall be laid before the Legislature by the
Governor.

ARTICLE LXVI.
Negroes.
MANUMISSION. Chapter 105 repeals sections 42-43, and enacts the following as a substitute therefor:
SEC. 1. Any person or persons possessed of any slave or
slaves within this State, may by writing, under his, her or
their hand and seal, evidenced by at least two good and suffi-
cient witnesses, and acknowledged before a justice of the peace
of the county where the grantor resides, and recorded in the
office of the clerk of the Circuit Court of said county within
thirty days from the date of said instrument, or by last will and
testament executed to pass personal property and duly admitted
