48 MILITIA. [ART. 63.

payable semi-annually, on the first day of January and July in
each year, and redeemable in not less than ten nor more than
thirty years, at the pleasure of the State, in the name and on
behalf of the State of Maryland, to an amount not exceeding
four millions of dollars, or so much thereof as may be necessary,
and the proceeds of such bonds or certificates so issued shall be
passed to the credit of said defence loan, and the same is hereby
appropriated for the purpose of paying all liabilities to be incurred
under the provisions of this act, and the Treasurer of the State
is hereby authorized, under the discretion of the Governor, to
invest in the bonds to be issued as aforesaid, one million of dol-
lars of the interest of the sinking fund, or any other funds in
the Treasury not otherwise appropriated, and that all payments
made by or on account of the purchasers of the bonds or certifi-
cates of debt, issued under the provisions of this bill, shall be
made to the Treasurer on the warrant of the Comptroller, and
all certificates of debt or bonds so issued shall be signed by the
Treasurer and countersigned by the Comptroller.

23. The Governor shall, as soon as may be, notify the Com-
missioners of the several counties, and the Mayor and City
Council of Baltimore, of the number of men for which they are
liable to be drafted under existing calls by the Federal Govern-
ment, and the said Commissioners, or Mayor, or City Council,
upon forwarding to the Governor properly authenticated lists of
volunteers mustered in under this act in their respective coun-
ties and the city of Baltimore, are hereby authorized and em-
powered, upon the certificate of the Governor, to draw upon the
Treasurer for the sum or sums necessary to pay the cash and
monthly payments to which said volunteers would be entitled
as the same may come due, retaining in the Treasury the balance
until the expiration of their term of service.

24. The said County Commissioners and the Register of the
city of Baltimore shall disburse the sums so coming into their
hands, and shall keep a record thereof; but no county nor the
city of Baltimore shall draw for and be paid a larger sum than
may be necessary for their respective quotas; and the several
counties and the city of Baltimore shall be liable to the State
