Secretaries of War and Navy, to be by them communicated to the
several divisions of the Army and Navy.

NUMBER 17.

WHEREAS, The Government of the United States in its constitutional
effort to suppress the rebellion against its authority, now existing in
some of the Southern States, has been unavoidably compelled to
destroy or seriously to injure much valuable property belonging to
citizens of this and other States ; therefore,

Be it resolved by the General Assembly of Maryland, That our
Senators and Representatives in Congress be and they are hereby re-
quested to use their beat endeavors to obtain such legislation as will
insure such citizens a speedy indemnity for said damages as well as for
similar damages that may be so sustained in the future.

Resolved, That a copy of these resolutions be transmitted to our
Senators and Representatives in Congress.

NUMBER 18.

Resolved by the General Assembly of Maryland, That His Excel-
lency, the Governor, be and he is hereby requested to issue a commis-
sion, in the usual form, to the Honorable Reverdy Johnson, as Senator
to represent this State in the Congress of the United States, for six
years, from the fourth day of March, eighteen hundred and sixty-three.

NUMBER 19.

EESOLUTIONS of thanks to Governor Thomas H. Hicks.

WHEREAS, The practice of all nations points out the wisdom of reward-
ing eminent public services by marked tokens of admiration and gra-
titued; therefore,

Resolved by the General Assembly of Maryland, That amidst the
bold, insidious and powerful efforts which have been made for the past
year, to destroy the government of the United States, and to reduce the
country to a condition of moral and physical imbecility, in despite of the
traitorous poison of able and reckless emissaries from rebellious States,
openly sent in abuse of the known comity of our people, to corrupt, and
thus subvert the government of Maryland,—in despite of the example of
States and Governors, and of the most disingenuous appeals to sectional
prejudices; and in disregard alike of the solicitations and threats of
men of talents, of influence, and of high social and political positions,
and of menaces of personal insult and violence—the Governor of this
State, through the deepest gloom of our national adversity, has stood
faithfully by the country, faithfully by his State, and faithfully by his
oath and his official integrity.

Resolved, That this position of loyalty, so steadily maintained by
Governor Hicks, has averted from the State violence and bloodshed be
