NUMBER 7.

RESOLUTION appointing a Commissioner to the Governor of Delaware in regard to
the arming of Free Negroes on the Maryland line.

Resolved by the General Assembly of Maryland, That John M.
Robinson, be, and he is hereby appointed a Commissioner on the part
of the State of Maryland, to communicate immediately with His Ex-
cellency, the Governor of Delaware, in regard to the arming the free
negroes of Delaware along the Maryland line, and whether any arrange-
ments can be made, consistent with the laws of Delaware and Maryland,
calculated to allay the excitement of our people along the Maryland
lines.

NUMBER 8.

RESOLUTION in relation to the destruction of property on the Chesapeake and
Ohio Canal, by Southern Troops.

WHEREAS the Legislature has been informed that the Southern troops
are now destroying the Dams, Locks, Canal Boats, and other property
belonging to the Chesapeake and Ohio Canal Company, and to in-
dividuals doing business on the Canal; and

WHEREAS our Commissioner to the Governor of Virginia, in his report
to the Legislature, informs us that the Governor of Virginia was un-
derstood to say : "That if, at any time, the military forces of Vir-
ginia should trespass or temporarily occupy the soil of. Maryland, it
could only be justified by the pressing exigency of a military neces-
sity, in defence and protection of her own soil from threatened or
actual invasion, and certainly with no hostile intent towards the citi-
zens of the State of Maryland, and that any and all damages to per-
sons or property, consequent upon such occupation, should be fully
and liberally compensated ;" therefore,

Resolved by the General Assembly of Maryland, That Maryland
will rely upon the honor of Virginia for full recompense for all property
destroyed by said troops.

And be it further resolved, That the Governor be requested to for-
ward, in due course of mail, a copy of these resolutions to the Governor
of Virginia.

NUMBER 9.

RESOLUTION regulating the pay and mileage of Members and Officers of the
General Assembly for the Special Session.

Resolved by the General Assembly of Maryland, That the Mem-
bers and Officers of the Senate and House of Delegates be allowed for
this adjourned session, commencing on the 4th day of June last, the
per diem for the time they have been in actual session, and the sum of
twenty dollars, as an increase to the mileage of each member and Officer,
except the mileage due to Officers appointed from Frederick city, and
the same be received as full compensation for all demands for per diem
and mileage at this adjourned session.
