94 MONTGOMERY COUNTY. [ART. 15.

committees of the board when in attendance upon such duties
as the board may assign them; provided, the said commissioners,
or either, shall not charge for more than ten days in any one year:

17. The county commissioners of Montgomery county shall,
on the first Thursday after the first Monday of March, eighteen
hundred and sixty-two, and every two years thereafter, if the
same may in their judgment be deemed necessary and proper,
appoint two district commissioners for each school district, and
whenever thereafter there may be any vacancy from any cause
in such office of district school commissioners, at their" first
meeting after such vacancy, appoint other competent citizens
from the respective election districts in which said vacancy may
occur.

18. All funds in the hands of the present treasurer of the
school fund, and all other funds which may be by any law of
this State applicable to purposes of education in said county,
shall be paid directly to the treasurer of the board of commis-
sioners of public schools, who may be elected under the provi-
sions of this act, and the balance necessary for the support of
schools, and the building of school houses, shall be annually esti-
mated by the board of commissioners of public schools, who
shall report the same to the county commissioners, who are
hereby authorized to levy the sum so estimated and reported,
upon the assessable property of the county, if they shall deem
the same expedient, to be collected in the same manner as other
taxes are or hereafter may be collected; the school tax when
collected, shall be paid to the treasurer aforesaid; provided, the
levy for school purposes shall never exceed one-tenth of one
per cent, on the assessable property of the county.

19. Each pupil shall pay to the teacher; two dollars per quar-
ter in advance, to be considered as part of the salary of the
teacher, the aggregate of which shall not exceed four hundred
dollars, unless the parent or guardian of said pupil shall be
unable to pay the same; in that case, the commissioner of each
district shall admit such pupil free of charge; and the ability,.
or inability of the parent or guardian to pay, shall be determined
by the board of county school commissioners..
