6. When deemed necessary, the trustees may require such
badge as they may select, to be worn in an open and visible
manner, on the arm or shoulder of any inmate of the almshouse,
and if any inmate shall neglect or refuse to wear such badge he
or she shall be subject to such moderate and proper punishment
as the trustees may see proper to inflict.
INSPECTIONS.
FLOOR.
The Act of 1802, ch. 254, adds the following:
7. Bach and every barrel and each, and every half barrel of
wheat flour, of. rye flour and of corn meal, which shall be offered
for sale in the city of Baltimore, or which shall be sent there-
from, sold or unsold, either by land or water, to any other place,
whether manufactured within the limits of said city or else-
where, shall first be inspected, passed and branded, or otherwise
distinctly marked by one of the flour inspectors for the city of
Baltimore, unless the same shall previously have been duly
inspected, passed and branded, or otherwise distinctly marked
by a flour inspector in Frederick city, or, Williamsport, or in
Havre-de-Grace; and every person who shall offer for sale in
Baltimore city, or shall send therefrom, sold or unsold, to any
other place, any barrel or half barrel of wheat flour, of rye flour,
or of corn meal, which shall not have been inspected, passed, bran-
ded, or otherwise distinctly marked as aforesaid, by a flour in-
spector as aforesaid, shall forfeit and pay for each and every
offence, the sum of five dollars; provided, nevertheless, that wheat
flour, rye flour and corn meal, passing through said city as
freight, in transitu to another part of the United States, shall not
be liable to such inspection.
8. If any person other than an inspector of flour, duly au-
thorised to act as such, shall erase, remove, deface or alter, or
cause to be erased, removed, defaced or altered, the brand or
other mark, or any material part of the brand or other mark,
heretofore placed or which hereafter may be placed, by any
