substitution of other papers, records or dockets, by the said com-
missioners, shall be properly endorsed and filed away by the
clerk of the said Circuit Court in his office, and preserved as
other records and papers are now preserved in said office.

20. The clerk of the Circuit Court for Baltimore county shall
cause all the papers ordered to be recorded or filed or records to
be recorded anew, to be so recorded, indexed and filed; and shall
cause to be made such indexes as may be ordered, and shall sup-
ply for that object the necessary books, material and labor, and
for the expense of such labor, the said clerk shall receive seven
cents for each hundred words or figures recorded, and pro-rata,
and for indexing the same compensation which is now allowed
by law for similar service, and for refiling anew causes of action,
trial and other papers or re-copying dockets or docket entries
such sum as the commissioners appointed by this act, shall deem
right and proper, and such payments shall be made to said clerk
by the county commissioners of Baltimore county, monthly,
upon the certificate of the commissioners appointed by this act,
or a majority of them, setting forth that they have examined the
recording and other work ordered by them and that the same
has been properly done, and that the amount charged is in con-
formity to the allowance prescribed by the provisions of this act,
and for the outlay for books and stationery, and for binding
books, the said clerk shall present his accounts accompanied with
vouchers, and verified by his affidavit to the said county com-
missioners, and upon such presentation they shall pay him such
amount as he has actually expended; provided, however, that
nothing herein contained shall be construed to authorize any
payment to the said clerk for recording deeds or other instru-
ments of writing which were left in his office for record, and the
proper fees paid therefor, and which were not recorded by him,
but destroyed or injured by fire.

21. If any excess of fees should accrue in the office of the
clerk of the Circuit Court for Baltimore county, during the time
of carrying into effect and executing the provisions of this act,
the said clerk is hereby authorized and directed to credit the
work required to be done by the preceding section with such
