ARTICLE LXVI.
Negroes.
DEALING WITH SLAVES.
The Act of 1862, ch. 238, adds the following sections:
SEC. 1. It shall not be lawful for any person in this State, ex-
cept as hereinafter mentioned, to sell, give or administer, to
any slave, any spirituous liquor or intoxicating drink; and every
person offending against the provisions of this act, shall be
deemed guilty of a misdemeanor, and shall upon conviction
thereof before a justice of the peace, or court having criminal
jurisdiction, be punished by a fine of not less than twenty-five
dollars.
2. It shall and may be lawful for any slave having a license
in writing from his or her master, mistress or employers, to buy
or receive from any person having spirituous liquor or intoxica-
ting drinks, such quantity of the same as the said license or per-
mission may authorize.
3. Any person deeming himself or herself aggrieved by the
judgment of a justice of the peace under this act, shall have the
right of appeal to the Circuit Court of the county, as in other
cases of appeals from judgments of justices of the peace.
TRANSPORTING SLAVES BY VESSELS OR STEAMBOATS OR RAIL
ROADS.
The Act of 1862, ch. 128, amends and re-enacts section 37, as follows:
4. If any slave shall escape from his owner by being tran-
sported on any such railroad, steamboat, towboat or other vessel,
the master or owner of such slave shall and may recover the value
of such slave from the president, directors and company of such
railroad, or the owner and captain of such steamboat, towboat
or other vessel (as the case may be, ) by action of debt in any of
the courts of law in this State; provided, that the provisions of
