tion, and whose duty it shall be to disburse the aforesaid
appropriation to the claimants under the provisions of this
act, hereinafter described, and in case of any vacancy occurring
in said board, either by death, resignation, inability or refusal
on the part of any of its members to discharge the duties of
their office, the Governor shall have the power, and is hereby
required, to fill the same immediately upon the occurrence of
such vacancy, or as soon thereafter as practicable; the said board
shall be composed of Benjamin Deford, George E. Dodge and
Sebastian F. Strecter, of the city of Baltimore, who are hereby
empowered to appoint one or two clerks if necessary, at such
salaries as shall be considered by the board a sufficient compen-
sation for the services performed; provided, that the whole sum
shall not exceed the rate of six hundred dollars per annum; and
immediately upon the passage of this act, they shall open an office
in the city of Baltimore giving public notice of the same, where
all applications either in person or by such, written testimony,
as shall be sufficient in the judgment of the board, or as after-
wards provided for in section sixth of this act, are hereby re-
quired to be presented, and it shall be the duty of the board to
return quarterly a full and accurate statement of the funds so
disbursed, and of the persons receiving them, to the Comptroller
of the State, and their books shall always be subject to the inspec-
tion when demanded, of the Governor or Comptroller of the
State, and all sums so expended, in accordance with the provi-
sions of this act, shall be paid the board by the Treasurer upon
the warrant of the Comptroller.

4. The colonels of each regiment, when full, or the captains of
companies to compose a regiment not yet filled, provided they
shall have been sworn into the service of the State of Mary-
land or of the United States, are hereby required to make
out full and complete lists of the men in their respective
commands, having families or other dependents hereinafter
named, and their place of residence, and such list shall be
signed by them and endorsed by the chaplain, or in such cases
where the regiment is incomplete and without a chaplain, by the
captains or other commanding officer; and as soon as their lists
are made out and properly certified, a duplicate copy thereof
