24. They shall require any person carrying goods from place to place
for sale to produce a license, and in case of refusal or neglect to produce
the same, shall carry such person before a justice, who shall take recog-
nizance from him with security, to appear at the next circuit court for the
county, or criminal court of Baltimore.
