furnish or sell articles of any description to a minor after having re-
ceived written notice from any officer charged with the enforcement of this
Article, or from the officer issuing the permit and badge required by section
30, that said minor is unlicensed to sell such articles, or who shall furnish
or sell to any minor required to have a permit and badge as provided by
section 30, any newspapers, magazines or periodicals with the knowledge
that said minor intends to sell the same, shall be punished by a fine of
not more than fifty dollars or by imprisonment for not more than ten
days or by both such fine and imprisonment; and any sale of such articles
at less than the current retail price thereof shall be prima facie evidence
that the person so selling had knowledge that the minor to whom said sale
was made intended to resell said articles.

50. No fee shall be charged or collected from any minor, or from his
parents, guardian, legal custodian or next friend for any services ren-
dered by the Commissioner of Labor and Statistics, or by any school, or
other officer issuing a permit, or for any school certificate or physician's
certificate issued under the provisions of this sub-title; but in the counties
the physician or physicians designated by the superintendent of schools
for each county shall be entitled to receive a fee of one dollar for each
physician's certificate issued by him under the provisions of this Article,
said sum to be paid by the Commissioner of Labor and Statistics on the
warrant of the superintendent of schools of said county.

51. The Commissioner of Labor and Statistics is hereby authorized
to appoint four inspectors at a compensation not exceeding one thousand
dollars each per annum, and three officers whose duty it shall be to issue
and supervise the issuance of employment certificates, and to act as inspec-
tors, at a compensation not exceeding twelve hundred dollars each per
annum, and one officer who shall act as inspector of street trades, at a
salary not exceeding twelve hundred dollars per annum, to carry out the
provisions of this Article; they shall also be allowed their actual expenses
when away from the City of Baltimore on the business of their office; they
shall be attached to and be part of the office of the Commissioner of Labor
and Statistics, and be subject to the order of the Commissioner, whose
duty it shall be to see that the provisions of this article are enforced; and
said Commissioner is further empowered to designate one or more regular
physicians and other attendants who shall be attached to and be part of
the office of the Commissioner of Labor and Statistics, and be subject to
the order of the Commissioner, and who shall have such duties and receive
such compensation as shall be determined upon by said Commissioner pro-
vided, however, that the total compensation of all physicians and atten-
dants so employed by said Commissioner shall not exceed twenty-five hun-
dred dollars per annum.

52. All persons authorized to issue employment certificates under this
sub-title are hereby authorized to take such affidavits or administer such
oaths as may be called for in the issuance of certificates in this sub-title,
