this greatest hazard of our economic life. This can be provided by en-
couraging employers to provide more stable employment and by the sys-
tematic accumulation of funds during periods of employment to provide
benefits for periods of unemployment, thus maintaining purchasing power
and limiting the serious social consequences of poor relief assistance. The
Legislature, therefore, declares that in its considered judgment the public
good, and the general welfare of the citizens of this State require the
enactment of this measure, under the police powers of the State, for the
compulsory setting aside of unemployment reserves to be used for the
benefit of persons unemployed through no fault of their own.

3. (a) (Payment of Benefits.) Twenty-four months after the date
when contributions first accrue under this Article, benefits shall become
payable from the fund; Provided, that wages earned for services defined
in Section 19 (g) 7 (C) of this Article, irrespective of when performed,
shall not be included for purposes of determining eligibility, under Sec-
tion 4 (e), or the weekly benefit amount, under sub-section (b) (1) of this
section, for the purposes of any benefit year commencing on or after July 1,
1939, nor shall any benefits with respect to unemployment occurring on
and after July 1, 1939, be payable under sub-section (c) of this section
on the basis of such wages. All benefits shall be paid through re-employ-
ment offices, in accordance with such regulations as the Board may pre-
scribe.
(b) (1) (Weekly Benefit Amount.) An individual's "weekly benefit
amount" shall be the amount appearing in Column B in the table in this
sub-section on the line on which, in Column A of such table, there appear
the total wages earned by such individual for insured work in that calendar
quarter of his base period in which such total wages were highest.

(b) (2) (Weekly Benefit for Unemployment.) Each eligible individ-
ual who is unemployed in any week shall be paid with respect to such week
a benefit in an amount equal to his weekly benefit amount less that part
of the wages (if any) payable to him with respect to such week which is
in excess of $2.00.
