3344 ARTICLE 89B

Board to be the sole judge of whether such prisoners can be used for road
work with maximum security.

The employment of all prisoners on road work as herein directed shall
be subject to all the conditions and requirements now in force for such
work, as prescribed in Article 27, Sections 799 to 813, inclusive, of the
Code of Public General Laws, provided that the money to be expended
hereunder shall provide for maintenance, safekeeping, transportation,
wages and all other expenses of utilizing prison labor on the roads, it being
understood this sum shall cover the total cost of the employment of said
prisoners.

It is declared to be the policy of the State that, because of the enforced
idleness of prisoners in the several penal institutions of the State, it is
necessary and desirable that useful work on State projects be found for
said prisoners, and that all such prisoners who may be safely used for this
work shall be put upon maintenance and reconstruction of the State roads.
