estimates of cost and of revenues, other expenses necessary or incident to
determining the feasibility or practicability of the enterprise, administra-
tive expense, and such other expenses as may be necessary or incident to
the financing herein authorized, the construction of the bridge or tunnel,
the placing of the same in operation, and the condemnation of property
necessary for such construction and operation. Any obligation or expense
heretofore incurred by any public corporation, board or authority for
traffic surveys, borings, preparation of plans and specifications, and other
engineering services which may be utilized in the construction of any
bridge or incurred for legal expenses in connection with the construction
or the financing of any such bridge, the construction of which has hereto-
fore been authorized by the General Assembly of Maryland, may be re-
garded as a part of the cost of such bridge.

139. (Alternative Method.) The foregoing sections of this sub-title
shall be deemed to provide an additional and alternative method for the
doing of the things authorized thereby and shall be regarded as supple-
mental and additional to powers conferred by other laws, and shall not be
regarded as in derogation of any powers now existing. Such sections, being
necessary for the welfare of the State and its inhabitants, shall be liberally
construed to effect the purposes thereof.

140. (Constitutional Construction.) The provisions of this sub-title
are severable, and if any of its provisions shall be held unconstitutional
by any court of competent jurisdiction, the decision of such court shall
not affect or impair any of the remaining provisions.

Refunding Bonds.
1937, ch. 355, sec. 123.
141. The State Roads Commission of Maryland is hereby authorized
and empowered to issue at one time refunding bonds of said Commission
in the amount of $5,516,000 for the purpose of refunding
(a) the $3,554,000 bonds of the Commission which are now outstand-
ing and which were issued pursuant to the provisions of Sections 88 to
93, inclusive, of Article 89B of the Code of Public General Laws of
Maryland as enacted by Chapter 463 of the Acts of 1933 and amended by
Chapter 93 of the Acts of 1933 Extraordinary Session, and
(b) the $1,962,000 bonds of the Commission which are now outstand-
ing and which were issued pursuant to the provisions of Sections 96 to
100, inclusive, of said Article 89B, as enacted by Chapter 563 of the Acts
of 1935.

142. The State Roads Commission of Maryland shall have full author-
ity by resolution to carry out all of the powers conferred by this sub-title,
and shall determine the rate or rates of interest to be paid on the bonds,
