require for its consideration of the plan. If a majority of the members of
said Committee shall approve such preliminary plan, they shall endorse
their approval upon a copy of the plan and file the same with the Secretary
of the State Roads Commission. If such preliminary plan shall not be so
approved, the State Roads Commission shall be authorized to make such
changes therein as may be necessary to secure such approval, and there-
upon a copy of the plan as changed, with the approval of a majority of
the members of said Committee endorsed thereon, shall be filed with the
Secretary of the State Roads Commission.
In making investigations, surveys and estimates for the formulation of
such plan, the State Roads Commission shall consider first the project or
projects which it deems most important and essential for carrying out the
purposes of this sub-title. Upon completion of its investigation of any such
project, the State Roads Commission may, if it deems the construction of
such project feasible and practicable, submit its report on such project to
the Bridge Supervisory Committee, and if a majority of the members of
the Bridge Supervisory Committee shall certify to the Secretary of the
State Roads Commission that in their opinion the construction of such
project is feasible and practicable and advantageous to the State, the
State Roads Commission may proceed with the construction of such project
and financing the cost thereof before the formulation of the above-men-
tioned preliminary plan.

124. (Issuance of Revenue Bonds.) The State Roads Commission
is hereby authorized and empowered, subject to the provisions of this
sub-title:
(a) To construct, operate and maintain bridges over and tunnels under
rivers and navigable waters which are wholly or partly within the State;
(b) To construct, operate and maintain, wholly within the State, tun-
nels through hills and mountains; and
(c) To issue revenue bonds of the State, payable solely from earnings,
to pay the cost of such bridges and tunnels.
But no bridge or tunnel shall be constructed under the provisions of this
sub-title unless the cost of the project, as estimated by the State Roads
Commission, shall exceed the sum of Seven Hundred and Fifty Thousand
Dollars, nor unless the construction of such bridge or tunnel shall be in-
cluded in the above-mentioned plan filed with the Secretary of the State
Roads Commission and approved by a majority of the members of the
Bridge Supervisory Committee, or, if the construction of such bridge or
tunnel shall not be included in such plan or if such plan shall not thereto-
fore have been filed, unless such construction shall be approved by said
Bridge Supervisory Committee.
The cost of such construction shall be paid solely from the proceeds of
such revenue bonds and from any grant from the Federal Government
or any agency thereof.
