gations have otherwise been discharged. Upon its ceasing to exist, all of
its rights and properties shall pass to the State of Maryland.
No member of the Board shall vote on any question in which he may
have a personal financial interest.
Notwithstanding anything in this sub-title contained and notwithstand-
ing any of its other duties, powers and obligations under this sub-title,
the Authority, in issuing Bridge Bonds and in entering into any agree-
ments with bondholders with respect thereto, and in the construction and
operation of the Bridge, and in the performance of any other duties what-
soever with respect to the Bridge hereunder, shall not be construed to be
acting as an agency of the State of Maryland and shall have no power
whatsoever to bind the State with respect thereto.
The failure of the Authority to contract for the construction of the bridge within
two years did not deprive it of the power to construct the bridge, but did terminate
its powers and duties as to the ferry. Public Service Comm. v. Md. Bay Co., 176 Md. 59.

104. The Authority shall have the following powers in addition to
others herein granted:
(a) To sue and be sued.
(b) To have a seal and alter the same at pleasure.
(c) To acquire, hold and dispose of real and personal property for its
corporate purposes.
(d) To acquire by condemnation in the manner provided by Sections
206 and 207, or by Sections 329 to 334, inclusive, of Article 23 or by
Article 33A, of the Code of Public General Laws of Maryland and any
acts in amendment thereof, supplementary thereto or in substitution there-
for, any real property, including lands, lands under water, fixtures and
improvements, easements, franchises and incorporeal hereditaments, neces-
sary or convenient for its corporate purposes. Any such property may be
acquired by condemnation whether or not the same is owned or held for
public use by corporations, associations or persons having the power of
eminent domain or otherwise held or used for public purposes.
(e) To make by-laws for the management and regulation of its affairs,
and subject to agreements with bondholders, for the regulation and use
of the project hereinbefore defined and establishment and collection of
tolls thereon.
(f) To appoint officers, including a treasurer, agents, employees and
legal counsel and fix their compensation.
(g) To make contracts and to execute all instruments necessary or con-
venient.
(h) To acquire the bridge franchises of The Chesapeake Bay Bridge
Company, and subject to the rights of The Chesapeake Bay Bridge Com-
pany under its existing franchises, but without any limitations as to the
time of commencement and completion, to construct a bridge over the
Chesapeake Bay from a point in Baltimore County, over and across Hart
and Miller's Islands, to a point near Tolchester, Kent County, Maryland,
together with such incidental bridges and structures as shall be necessary
or convenient in order to give access from the bridge to both of said
islands, and together with the approaches to said bridge.
(i) To acquire the assets and franchises of the Claiborne-Annapolis
Ferry Company.
(j) To maintain, reconstruct and operate the projects.
