or guard set up for the purpose of closing said road or any part thereof to
traffic, and any person who shall otherwise maliciously injure or damage
in any manner any highway built under the provisions of Article 911 of
the Code aforesaid, either in the course of its construction or thereafter, or
who shall otherwise maliciously injure or damage any work, material or
structure used in connection therewith, shall be guilty of a misdemeanor,
and on conviction thereof, shall be fined not more than one hundred dol-
lars ($100.00) or be imprisoned not more than three months, or in the
discretion of the Court, may be both fined and imprisoned as aforesaid,
provided, however, that nothing herein contained shall affect any special
method or manner of injury or damage, the prohibition or punishment
for which is already provided for by law. The members of the State Roads
Commission, and such of its employees and servants as are designated by
it, shall have authority to enforce all laws of this State relating to State
Highways and the provisions of the motor vehicle laws applicable to the
size and weight of Motor Vehicles, and to arrest all violators of any of
the provisions of law in reference to State Highways and the use of said
Highways by Motor Vehicles as aforesaid or violators of the regulations
and order of the State Roads Commission in relation thereto. Every such
employee or servant shall, when exercising any such authority hereunder,
wear and display a metallic shield or badge indicating that he is an em-
ployee or servant of the State Roads Commission of Maryland; provided,
however, that no contractor, his employee or servant shall be permitted
under this section to make any arrests.

23. It shall be unlawful for any person to remove such quantities of
dirt, sand, gravel, stone, rock or any other material from the land adjoin-
ing any highway of the State, so as to affect the surface or construction
of said highway, either by changing the supporting slopes in a fill or the
slopes supporting the adjoining land in a cut, and in cases where the State
Roads Commission has built up protecting barriers to protect or support
any road, such as sand fences, retaining walls or any other structure, it
shall be unlawful for any person to remove any material hereinbefore
mentioned which shall be harmful to the construction or protection of the
highway. Any person violating the provisions of this Section shall be guilty
of a misdemeanor and shall be fined not less than Ten Dollars ($10.00)
nor more than One Hundred Dollars ($100.00), and upon conviction
of a second offense in violation of this statute, shall be fined not less than
One Hundred Dollars ($100.00) nor more than One Thousand Dollars
($1,000.00), and be imprisoned for not more than six months, or in the
discretion of the Court, may be both fined and imprisoned, as aforesaid.

24. For the purpose of making and maintaining connections between
any highways or the parts of any highway constructed or improved under
the provisions of the preceding sections, the State Roads Commission shall
have the power to build bridges; and to acquire by purchase, condemnation,
or otherwise (and to maintain when so acquired) any existing bridges
along, in the line of, or connected with any such highway or highways.
