lish language, who shall act as shot-firers; whose duty shall be to charge,
tamp, and fire all holes properly placed by the miners, and to refuse to
charge any holes not properly placed; and whenever such shot-firers are
required to be employed, it shall thereafter be a misdemeanor for any
miner to charge, tamp or fire any blast within such mine, or for any
operator to permit any person other than a shot-firer so to charge, tamp or
fire any blast within any such mine; Provided, That regulations defining
the qualifications of persons competent to discharge the duties of shot-
firers, and to govern shot-firing, including records, warnings, and notices,
shall be made by the Bureau.

148. The operator shall prescribe the hours, and when practiced the
rotation of blasting within any mine, and shall post notices thereof at the
mine office and at each entrance to the mine.

149. The Bureau shall make regulations prescribing the duty of each
miner in regard to blasting, including mining, cutting, drilling, securing
of roof and coal before and after shooting, and warning to persons who
may in any manner be endangered thereby; but shooting off the solid is
hereby prohibited.

CHAPTER XXIII—Compensation to Workman for Labor.

150. The operator of every coal mine where miners are paid by weight,
shall provide and hereafter maintain suitable and accurate scales, which
scales shall be examined, tested, and kept in thorough repair by a compe-
tent person employed by such operator, at least once in every six months;
a correct record shall be kept of all coal so weighed, which record shall be
open at all reasonable hours to the inspection of miners employed at such
mine. Such operator shall keep at the mine weighhouse such standard
United States test weights as may be prescribed by the Bureau, for use in
testing such scales.

151. The operator of every such mine, where miners are paid by
weight, shall not, before weighing the coal, pass the same over any screen
or other device which shall take any part from the value thereof, or other-
wise remove any of the coal; and shall duly credit the just and merchant-
able weight thereof to the employee sending the same to the surface.

152. The person authorized to take such weight and keep such record
shall, before entering upon his duties, satisfy the district mine inspector
that he understands the operation and adjustment of mine scales; and shall
before entering upon his duties take and subscribe before a person author-
ized to administer oaths, an affidavit that he has not, and will not have,
while so employed, any financial interest, direct or indirect, in such mine;
