its staff, so long as it shall function as the State agency for the admin-
istration of Emergency Relief, and thereafter the membership of the
Board of Directors shall be constituted as the by-laws shall then provide.

23. The corporation shall have a perpetual existence unless dissolved
by subsequent Act of the General Assembly of Maryland, in which event
its property shall be sold and disposed of, its debts paid and collected, its
affairs properly settled, and the balance of funds on hand shall be offered
to the State of Maryland as a gift or endowment for continuing to carry
on the rehabilitation purposes for which this corporation has been estab-
lished.

24. If any clause, sentence, part or parts of this sub-title, or any sec-
tion thereof, shall be held to be invalid for any reason, such holding shall
not be construed as affecting the validity of the remaining parts of this
sub-title or of any section or part of a section thereof, it being the Legis-
lative intent that the remainder of this sub-title shall stand, notwithstand-
ing the invalidity of such clause, sentence, part or parts of this sub-title,
or of any section or part of a section, and it is hereby expressly declared
that if the provisions of this sub-title, authorizing the creation of the cor-
poration known as the "Maryland Rehabilitation Corporation," shall be
declared to be invalid by any Court of competent jurisdiction, all and
every action theretofore taken or done by said corporation under the
authority of this sub-title which shall have been approved and adopted by
the State Board of Public Welfare as the act of said State Board of Public
Welfare shall nevertheless be valid, and in such event the State Board of
Public Welfare shall be authorized to exercise the rights, powers and
duties of the Maryland Rehabilitation Corporation until June 1, 1935,
when the said Maryland Rehabilitation Corporation shall thereafter assume
and discharge the rights, powers and duties conferred by this sub-title.1

25. The expense of the interment of the bodies of deceased soldiers,
sailors and marines who served in the United States or Confederate States
Army or Navy, between the years 1861-1865, and were honorably dis-
charged, shall be paid by the State of Maryland; provided, the expenses
of said interment shall not exceed in any one case more than thirty-five
dollars; and provided, that said expenses shall only be borne by the State
of Maryland in the event that such deceased soldier, sailor or marine left
no estate, and that 'death occurred in the State of Maryland.

land to pay the expense hereinbefore mentioned; that before the Comp-
